Does the right hashtag count change by network?

Substantially. Threads takes exactly one topic tag, X punishes more than two, Instagram recommends three to five out of an allowed thirty, and Mastodon relies on them for discovery because it has no algorithmic feed.

Do hashtags still work?

As search and topic labels, yes — as a reach hack, no. A hashtag that accurately describes the post puts it in front of people browsing that topic; an irrelevant popular one buries it under content it does not belong with.

Should hashtags go in the caption or the first comment?

Either — reach is the same. In the caption keeps the post self-contained if it is reshared; in the first comment keeps the caption clean to read.

Are the hashtags checked for volume?

No. This suggests relevant, well-formed tags for your topic; it does not query live post counts. Search a few in the app before committing to them as your regulars.
